If it was your vehicle and no paper work has been done, but you sent or gave the title to the purchaser, you may just need to apply for a duplicate title. If the purchaser hasn`t put it in his/her name yet, this will (at least in Ohio) void the old title and make your duplicate the only valid one. There is a fee for this, and you may also have to pay a title research fee, but it is a fairly painless process. As I understand it, the process is similar in many states. Also, if the parking lot in which the vehicle is parked is your private property, you may be able to assess storage fees. You will need to post a sign to this effect, and send certified mail to the last known address of the purchaser to inform them. They will then have a couple of weeks to respond and to pay you the storage fees. If they do not, you can file for an abandoned vehicle title (in Ohio and others), which involves having the police inspect the vehicle and paperwork and filling out an affadavit form which is then mailed to the state. The state will assess a fee based on the market value of the vehicle less any repairs needed to bring it to wholesale condition. Finally, some states have more lax regulations than others. If you are in a bind, you may be able to apply for title in another state and then transfer that title back to your home state or sell it with the out of state title. The real short answer is "No" you can not legally claim a vehicle on the street. If this were legal, no one would be safe from a claim and loose their car. Think about it, if you could do this, what would stop someone from driving down the street, copy a plate number then making a claim for that car? If a vehicle is on the street and has not been moved for more than 72 hours or is consided a safety hazard, call Calgary Parking Authority and report it as an Abandoned Vehicle or as Unsafe. The vehicle will be towed and moved to the impound lot for storage for a specified time period. After the period has run out, CPA has the Authority to dispose of the vehicle. If their Appraiser determines it to be of more value than the tow and storages against it, they may sell it at the Monthly Impound Auction. If it is not valued high enouh to recover cost, it will be scrapped. If scrapped, it goes to a local scrap dealer and is rendered to recyclable materials, with no chance of sale. This is the ONLY Legal process in Calgary. Provincally, its pretty much the same, call the local RCMP for that area to report the Vehicle.

For a an unused car on the parking lot.
There are state that have 72 hours rules to leave your car on a parking lot. If that car had not been move within the time frame, it is considered an abandon car.

If you noticed a car like that on your parking lot, please report it to a Police.
So that, if the car is stolen or reported missing the Police will notify the owner of that car.
Else if its not reported as missing, then it will go to Impound.

Info:
For those owner with who go on vacations longer than 72 hrs: please move your car once a week, or ask a neighbor to do it for you! Most people will not call the abandoned car line, until someone abuses the privileged of free street parking.

Important:
Do not attempt to use a car that have been abandon without notifying to the Police, for your own safety. It is because when you use that car then you will be caught driving that car, if that car reported as missing, you can be accused as car-napping.

Yes, if you stick to the following procedure:

Transport the vehicle to a safe place, on private land.

Inform the police that you have done so, giving your name, address and phone number, the registration number and V.I.N. of the vehicle, and the current location of the vehicle.

Contact the D.V.L.A. with the same information.

(The police and the D.V.L.A. will then attempt to find the registered keeper).

If the registered keeper cannot be traced after 30 days, you can legally apply for a V5 in your own name.
